Running v1.28.7482 MIPSR2-Toastman-RT K26 USB VPN.
If I add a host via Basic->DHCP without an IP address, logically no entry is added to /etc/dnsmasq/hosts/hosts, but there also is no entry added to /etc/dnsmasq/dhcp/dhcp-hosts.
This is a bug, as it should be possible (Dnsmasq supports it) to affiliate a host name to a mac address using a dhcp-host directive while letting Dnsmasq assign an IP address.
If the GUI really doesn't support that, it should prevent submitting an entry without an IP address.
I also noticed that after a reboot the entry that had no IP address now shows the LAN network prefix, 192.168.1., in the IP address column. Harmless, providing the rest functioned as it should.
